The Human Resources Advisor Senior will join the Austin Transportation Department, supporting 350+ employees. This is an exciting opportunity to work on all facets of HR support within the City of Austin. The ideal candidate will bring a broad HR background to lead workplace investigations, policy development, recruiting and hiring, compensation, HRIS , and will support ATD HR staff with other human resources duties as required. We are looking for someone that visualizes every task through an employee relations lens. Currently the HR Team divides all the ATD divisions between three HR professionals. We serve as true HR Business Partners by supporting our teams on everything from recruitment to employee relations, and everything in between. This level of HR support fosters positive relationships with employees and management.

About ATD : This engineering organization oversees Austin's traffic, transportation, and parking solutions for Central Texas. ATD HR supports the following divisions: Parking Enterprise, Smart Mobility, Shared Mobility, Traffic Engineering, Arterial Management, Systems Development, Active Transportation and Street Design, Signs and Markings, and the City's Special Events division. The culture in ATD is diverse, professional, passionate, fast paced, and driven.

The ideal candidate will have the following knowledge, skills, and abilities:

  • Must bring strong consulting and influencing skills with the ability to build relationships and develop rapport and credibility with management and employees.
  • A critical thinker to handle complex matters, excel in problem solving and listening skills.
  • Excellent verbal and written communication skills.
  • Advanced computer skills, specifically in Microsoft Suite.

Pay Range
Advisor: $26.42 - $34.35
Senior: $28.01 - $36.41

Monday through Friday 8:00 a.m. to 5:00 p.m.
*Hours may vary depending on departmental needs and initiatives.

Preferred Qualifications
The ideal candidate will be experienced in the following:

  • EMPLOYEE RELATIONS : Experience leading employee relations investigations specifically in a municipal civil service or union environment, building business relationships with all levels of employees to harness trust and confidence, investigation planning, investigation interviews, investigation report building, and experience working with layers of management including corporate HR and legal departments to reach consensus of closing reports.
  • RECRUITMENT AND HIRING : Experience in a technical and engineering environment, managing full recruitment cycles to include advertising, preparing interview questions using behavioral based interviewing, facilitating interview panels, salary determination, and completion of hiring process.
  • COMPENSATION : Experience in compensation administration to include processing classification changes, salary adjustments, job classification analysis, conducting market analysis and implementing market studies, structuring and restructuring organizations.
  • POLICY DEVELOPMENT : Experience with development and maintenance of policies and procedures.
  • LEAVE MANAGEMENT : Experience with Workers Compensation, FMLA , ADA , Safety, etc.
  • Prefer SPHR or PHR with solid experience as a human resource professional.
  • Ability to travel to more than one work location.
