Assist the HR Director in establishing the vision and strategic directions for Human Resources for Weld County Government.

Collaborate with the HR Director to Lead and Direct the Human Resource Program.

Identify and enable opportunities for continuous improvement, implementation of best practices and efficiencies.

Manage the day-to-day activities of one or more specific functional areas of the County's broad human resource management program; participates in the development and implementation of human resources policies and procedures; advises, coaches and trains managers and supervisors on legal requirements and sound professional practices affecting a broad array of human resources processes; represents the County with others on human resources-related matters.

Provide coaching and support on HR related issues to HR staff, Department Heads and Elected officials, as well as supervisory staff.

Provide leadership and subject matter expertise on personnel policies, procedures, and federal/state regulations for HR staff, employees, and supervisors/managers.

Gather feedback from employees and supervisors and make recommendations in support of HR service delivery and continuous improvement.

Identify and manage training needs for employee development, department needs, and policy matters. This may include training content development and delivery.

Will manage sensitive investigations and ensure Weld County's policy and legal compliance.

Prepare oral and written reports/presentation and communicate results to HR staff, Weld County Leadership.

Identify opportunities for data collection and analysis in support of evolving needs to decisions and process improvement.

Serve as a key member of the HR leadership team and assist in cross functional projects efforts as needed.

At the direction of the HR Director, participate in setting the vision, goals and strategies for human resources.

Assist the HR Director and Executive leadership in the communication and implementation of organizational change and vision.

Identify and implement development programs and training initiatives.

Encourage ongoing professional development by all HR staff.

Receptive of new ideas, promote excellent customer service and encourage creative solutions while educating the organization as to best practices within human resources.

On behalf of the HR Director, use professional standards of practice to provide leadership, guidance, and lead staff responsible for:

  1. Employee relations, employee coaching and mentoring, grievance resolution and civil rights compliance.
  2. Talent and professional development for leadership, management and staff.
  3. Development and maintenance of human resources programs, policies, and procedures.
  4. Ensuring services are provided in a culturally competent manner and in alignment with organizational values.
  5. Classification determination, review and revision.
  6. Recruitment and retention.
