Pacific Coast Producers (PCP), a growing agricultural cooperative with food production facilities across the West Coast, is seeking a talented and innovative Regional People Operations Manager (Human Resources Manager) to join its team at its production facilities in Oregon. In Oregon, PCP operates three facilities - two in The Dalles and one in Salem - dedicated to processing cherries for customers around the world. These locations are a vital part of our commitment to quality, sustainability, and supporting the agricultural communities of the Pacific Northwest.

Salary Range: $100,000-$115,000 per year; candidate will be paid based on their work experience and skills. This is a full-time, on-site role based in The Dalles, OR with occasional travel to Salem, OR.

The Regional People Operations Manager will be based on-site at our production facility in The Dalles, OR along the scenic Columbia River, with occasional travel to Salem, and will lead human resources and labor relations efforts across all three production facilities. This exempt-level position supports a workforce of up to 200 unionized production employees and 40 non-union management and administrative staff. Reporting directly to the Regional Production Operations Manager, the manager will provide strategic leadership, drive employee engagement, and ensure compliance with company policies, labor contracts, and employment regulations.

Core Responsibilities:
Provides leadership and direction to the Human Resources teams across Oregon facilities, overseeing HR and Payroll initiatives and including direct supervision of the People Operations (HR) Manager at the Salem location.Interpret and administer the Collective Bargaining Agreement (CBA); serve as the primary contact for Teamsters union representatives regarding labor relations matters, grievances, and contract interpretation.Assist as second or third chair in negotiating the CBA and support strategic collective bargaining initiatives.Partner with management and employees to foster positive work relationships, improve morale, and drive employee engagement, productivity, and retention.Recommend, evaluate, and facilitate employee training and development programs.Lead and oversee talent acquisition, hiring, and staffing efforts.Conducts thorough, objective investigations into employee performance, behavioral, harassment, or discrimination concerns; recommends appropriate disciplinary actions and collaborates with Corporate leadership to ensure resolution in accordance with company policies.Maintain and enhance the Human Resource Information System (HRIS) for all Oregon operations.Support environmental, health, and safety (EHS) initiatives, including assistance with workers' compensation matters.Manage and strategize around employee leaves of absence to ensure compliance and operational continuity.Stay current on employment and labor laws, regulations, and industry trends to ensure ongoing compliance.Assists executive management in strategic collective bargaining matters, as well as reviewing and administering compensation and benefit programs, including serving as a trustee on a benefit trust board of directors.Review and make recommendations to executive management for improvement of the organization's policies, procedures and practices.
Qualifications:
Bachelor's degree in Human Resources, Business Administration, or a relevant field.Minimum of 5 years of senior-level Human Resources management experience, with at least 2 years supporting a unionized workforce, and/or working in a food manufacturing environment.Strong knowledge of local, state, and federal employment and labor laws and regulations.Demonstrated application of advanced Human Resources principles and practices.Valid driver's license and ability to travel between production facilities as needed. Ability to travel to California on occasion (i.e., typically no more than quarterly).Strong leadership, coaching, and conflict resolution skills.Effective problem-solving abilities with a strategic mindset.Excellent administrative, organizational, and communication skills.Ability to gather, interpret, and analyze information to develop and implement effective HR solutions.Proficiency with HRIS and payroll systems; strong computer skills, including Microsoft Office Suite.Strong customer service focus and ability to build effective relationships at all levels of the organization.Ability to manage multiple priorities, meet deadlines, and thrive in a dynamic work environment.
Preferred Qualifications:
SPHR or SHRM-SCP certification.Experience administering a collective bargaining agreement.Exposure to multi-employer trusts and associated benefit plans.Bilingual in Spanish and English.
